Several theories circulate on the internet about the Dark Knight’s appearance in the new Film Joker Folie à Deux, but nothing has been confirmed yet.
Let’s review the information we have to this date to determine whether Batman will appear in the movie as a cameo or reference.
Todd Phillips Comments
Todd Phillips has some comments about the topic. One of the most relevant is a question he responded to a few weeks ago, and his response was exciting.

What would Arthur’s (Joker’s) reaction be if he encountered the Gotham knight?
I think Arthur would be in awe of the alpha male that is Batman. I really do. I think Arthur would look up and appreciate it. I think he’d be in awe of that. I think Arthur always had a fascination with men at ease, and he is not a man at ease. Murray Franklin, in the first movie, was a man at ease. He probably saw the guys he worked with as men at ease, and that was the one thing that Arthur could never be was a man at ease.”
So, we have a genuinely hypothetical response to the question; it does not hint at the possibility of this encounter. And it’s a logical response. The Joker has always been the antagonist of the Batman stories, and it is natural to the public to expect at least a mention of the Dark Knight.
Possibilities
Now, we are in an area of maybes, and the hypothesis is that the most likely scenario is that Batman or Bruce Wayne will not appear in the Film at all. But we have some other realistically possible scenarios.

Scenario 1: Thomas Wayne cameo in the movie. As we can see in the trailer, Arthur, it will be a trial. Maybe we can see Thomas Wayne in the crowd, or more likely, Harvey Dent, who is confirmed to be in the film.

Scenario 2: This movie will have the event of Wayne’s death. Leaving us with a traumatized Bruce Wayne. We all know it’s just a matter of time before that happens in the timeline. Also, we are not sure if this sequel is going to be the last movie of this universe, but so far, with the revenue and the good critics that the first one has, and all the expectations that Joker Folie à Deux is making, it’s hard to imagine this as a definite end.

Scenario 3: Arthur will look for Bruce Wayne (again). This one is my most probable scenario because this happened in the last movie, but there are no hints. But we never know what twists Todd Phillips can give us, just like the death of the character of Robert De Niro in the last Film.
Following Arthur’s logic, he is Thomas Wayne’s son, which tells us that he also thinks Bruce Wayne is his brother. This makes their possible rivalry more intimate and unique, something we have never seen in the Batman movies.
The Timeline Dilemma
This one is a wrecking ball of logic to the theories of Batman being in Joker 2. Bruce Wayne is still a child, Thomas and Martha Wayne are alive yet, and the story needs to develop a few steps (and years) before introducing Batman. Gotham is still a “normal” city; it has plenty of criminality. It certainly has dark secrets, of course, but there are no wicked characters yet, just Joker and our new crazy queen, Harley.

But let’s cheer up because Harvey Dent, one of the most iconic characters in Batman lore, is confirmed in this new film. With luck, we can see a new two-face (I hope).
